Field Permitting Manager

Location: Los Angeles, California, United States
The Permitting Manager will provide permitting, environmental assessment and site development support across a growing development pipeline of commercial and utility-scale solar projects in the U.S. The successful candidate will have five or more years of environmental consulting, land use planning or site land development experience within renewable energy industry or related field.

  • Develop and maintain updated Municipal Planning and Building Info library.
  • Develop procedures, workflow and policies pertaining to GIS analysis and surveying.
  • Develop and maintain updated rolodex of consultants, specialties and rates. 
  • Support Origination in initial conditions verification based on locational criteria.
  • Use remote sensing applications to perform permitting, natural resource, cultural/archaeological, and wildlife/plant inventories.
  • Document and track all environmental and other regulatory due diligence.
  • Work with AHJ and community members to ensure appropriate project zoning and approval.
  • Work with Origination to obtain and document property owner support and prepare and manage re-zoning application.
  • Plan lead times and commission all internal & external work related to preparing required documentation towards permit approval. 
  • Review and analyze proposed conditions from AHJ; negotiate away any non-critical conditions or ones with compliance flexibility alternatives.
  • Attend all public hearings, deliver detailed presentations regarding application and project.
  • Engage in and organize Participatory Community Communication & Outreach.
  • BS/BA Degree, preference for Environmental Science/Management or similar
  • 5-10 years experience in project development
  • Knowledge of commercial and utility-scale solar permitting
  • Experience supporting site control documentation
  • Knowledge of project financing close and pre-construction needs
  • Experience managing all required plans, ROW agreements, final specifications due to utility
  • Experience managing permit application process for building permits
  • Experience providing data, documentation and answers for project finance due diligence
  • Planned lead times and commissions all internal & external work related to preparing required documentation towards permit issuance.
  • Highly resourceful and strategic thinker; able to summarize complex issues, identify opportunities or next steps with limited guidance and add value through creative input
  • Strong interpersonal and communication skills
  • Demonstrated interest in a career in environmental, permitting and renewable energy
  • Ability and willingness to travel as required
